What Section 33 means

Under the EU harmonised Schengen visa application form, Section 33 is specifically for:

“Surname and first name of the person filling in the application form, if different from the applicant”

Why did the online form ask for your name but not your address?

This is the important point.

The online application interface is not necessarily a one-to-one reproduction of every field appearing on the final PDF.

The EU's official harmonised form itself contains the separate address/email/telephone fields under Section 33. However, the particular online visa application portal used by the relevant consulate/service provider may collect only some of those details electronically.

Would a blank Section 33 address cause visa rejection?

I would not conclude that it would.
